19 1938-1964 Issue Highlight: Extraterritorial Coverage Extraterritorial Coverage was a subject discussed in-depth in the early 1940s. An article in the April, 1940 edition of the ABC Reporter stated: “it would be desirable for each state to have a statutory provision specifying the circumstances under which the law of that state shall have extraterritorial application.“ The same article also stated that it is important that states “have some kind of reciprocity arrangement with other states whose acts also have extraterritorial application.”
